Lawful Presence is to verify that you are in the United States lawfully. Students applying for In-State-Tuition must provide proof of Lawful Presence (BoR 4.3.4).
The Board of Regents of the University System of Georgia now requires all applicants to provide proof of Lawful Presence in the United States in order to be considered for In- State resident tuition fees. This change is effective immediately for ALL applicants. See policy below* You MUST provide proof of lawful presence in the United States in ONE of the following ways in order to be considered for In- State tuition:
- A clear copy of an original or certified U.S. Birth Certificate showing the student was born in the U.S. or a U.S. territory. The copy must very clearly show the raised or written seal to be acceptable.
- A U.S. Certificate of Naturalization (USCIS form N-550 or N-570).
- A U.S. Certificate of Citizenship (USCIS form N-560 or N-561).
- A U.S. Certificate of Birth Abroad issued by the Department of State (DS-1350) or a Consular Report of Birth Abroad (FS-240).
- A clear copy of an original or certified U.S. Birth Certificate showing the student was born in the U.S. or a U.S. territory. The copy must very clearly show the raised or written seal to be acceptable.
- A current U.S. Passport.
- A current Driver's License/ID issued by the State of Georgia. A limited term license/ID is not acceptable.
- A current ID issued by the State of Georgia.
- A current, valid Permanent Resident Card (USCIS form I-151 or I-551). We will need a picture of the front and back of the card.
- Your completed FASFA for the current financial aid year. Atlanta Metropolitan State College school code is 012165
You can submit the FAFSA online at www.fafsa.gov or submit any one of the other documents listed above to the Office of Recruitment and Admissions
Acceptable attachments must be clear and legible. Pictures taken on cellphones, unclear or low- quality attachments may delay processing.
We CAN NOT accept the following documents using this form:
- A current military ID (service member only, not dependent).

Effective January 2021, the following list of states from which licenses and ID cards may now be accepted as evidence of U.S. lawful presence are below. The requirements for acceptance are provided, as well.
Only unexpired licenses and state-issued IDs with the REAL ID symbol may be accepted. Licenses and IDs marked “Not for REAL ID Purposes," "Federal Limits Apply," or similar will not be accepted.
Temporary/interim driver's licenses and/or IDs (paper copy provided until the official DL/ID card is generated) cannot be accepted.

*BOR Policy 4.3.4: Each University System institution shall verify the lawful presence in the United States of every successfully admitted person applying for resident tuition status (in-state tuition), as defined in Section 7.3 of this Policy Manual, and of every person admitted to an institution referenced in Section 4.1.6 of this Policy Manual
